Soldiers in charge of the Kuje community as well as the Correctional Center’s vicinity who were accustomed to the terrain were reportedly redeployed barely 24 hours before terrorists attacked the facility on Tuesday night.
The report followed an intelligence investigation on how the attack could be so successful considering the amount of security presence in the correctional center and its community.
It was gathered that the soldiers were replaced because they were due for rotation as the stipulated timeframe for their stay in that deployment had had elapsed.
According to security sources, the terrorists came on motorcycles making it easy for them to beat checkpoints mounted by security agencies.
Residents scampered for safety after the terrorist arrived the community and started shooting sporadically to create panic before carrying out the attack.
