CALABAR, CROSS RIVER STATE – The 7th Assembly of the Calabar Municipal Legislative Council has passed its first Bill establishing a social welfare programme for vulnerable residents.
The Bill, read for the third time on the chamber floor, received unanimous support from councillors on Tuesday, May 21, 2025.
Deputy Leader and Ward Four Councillor, Hon. Patricia Imona, sponsored the Bill, with support from Hon. Effiom Effanga and Hon. Edim Ekong.

Council Leader Hon. Emmanuel Inok Otu said the programme targets low-income earners and physically challenged persons across all ten municipal wards.

Otu, who represents Ward Eight, added that the initiative aligns with Governor Bassey Otu’s “People First” agenda to improve citizens’ welfare.
Clerk of the Council, Mrs Evelyn Ekeng, confirmed the Bill followed due legislative process, including committee review and clause-by-clause consideration.
Ekeng stated that a clean copy of the Bill will be sent to Council Chairman Apostle James Anam for assent.
The Bill also establishes a committee to oversee the Calabar Municipal Empowerment and Social Welfare Programme’s implementation.
