EU Launches €23m Initiative to Strengthen Nigeria’s Digital Public Services

A new €23 million European Union (EU)-funded initiative, led by Finland, has been launched to support the development of digital public services in Nigeria.

The project, titled “Support to Digital Public Services and Talent Management”, aims to expand access to secure and citizen-focused digital systems, while also strengthening digital skills and government capacity.

According to a statement from the Finnish Embassy in Abuja on Monday, the initiative will focus on improving interoperability between public services, enhancing governance structures, and supporting Nigeria’s 3 Million Technical Talent (3MTT) programme.

Maria Ruuskanen, Deputy Head of Mission at the Finnish Embassy, said the programme is designed to promote inclusive access to digital services for both citizens and businesses.

Implementation of the project will be led by HAUS, a Finnish development and training company, in partnership with ESTDEV, Estonia’s development agency. The collaboration is expected to bring European expertise into Nigeria’s digital governance and public sector innovation.

The initiative forms part of the broader EU–Nigeria digital economy partnership under the Global Gateway strategy, which focuses on advancing digital transformation, green development, and inclusive economic growth.

Speaking on the programme, Finland’s Ambassador to Nigeria, Sanna Selin, said:

“Finland has a long and proven track record in secure digital governance, interoperability, and citizen-centric public services. By bringing this expertise into the Team Europe Initiative, we are committed to supporting Nigeria in developing digital public services that meet the highest EU standards.”

She added that the partnership would help strengthen cybersecurity and data protection practices, while expanding digital access across the country.

“Our collaboration will build institutional capacity and support Nigeria in shaping a trusted, transparent, and innovation-driven digital future,” she said.
