African Democratic Congress (ADC) governorship candidate in Cross River State, Ambassador Nkoyo Toyo, has accused the state government of neglecting youth development and public infrastructure following reports that the deplorable condition of the NYSC Orientation Camp in Obubra could affect corps members’ deployment to the state.
Toyo described the reported development as a “national embarrassment” and an indictment of the state government in a press statement dated October 15, 2026, and signed by her campaign spokesman, Mr Archibong Eyo.
She argued that the condition of the camp reflected what she described as the government’s failure to establish a clear agenda for young people and invest adequately in educational infrastructure.
The ADC candidate cited a youth population figure of 1,109,927 for Cross River State, arguing that facilities such as the Obubra camp could serve broader purposes if properly maintained.
According to her, the state needs a youth-focused policy that prioritises education, skills development and access to facilities that support young people’s growth.
Toyo said an ADC-led government would make youths a pillar of development through a comprehensive empowerment programme, including the construction or rehabilitation of facilities such as the Obubra camp.
She added that the proposed plan would incorporate sports, training and recreational programmes to expand opportunities for young people.
“An ADC government built on inclusivity will see and treat public infrastructure as an investment in our people and our future, not an afterthought,” she said.
The statement did not provide details of the proposed programme’s funding, implementation timeline or specific rehabilitation targets.
It also did not identify the source of the youth population figure or provide documentary evidence confirming the reported suspension of corps members’ deployment.
The reported development raises questions about the condition of the Obubra facility and the measures being taken by relevant authorities to address the concerns.
The NYSC and the Cross River State Government were not quoted in the statement as responding to the allegations.
