The University of Ilorin has introduced 38-year-old Lukman Abdulrauf as its youngest professor, highlighting his growing influence in the fields of law, technology, and governance.
In a statement published on the university’s website on Tuesday, the institution described Abdulrauf as a Professor in the Department of Public Law whose teaching and research focus on the intersection of law, technology, and governance.
According to the university, his areas of expertise include data privacy, artificial intelligence governance, digital constitutionalism, and comparative constitutional law, with a particular focus on African legal systems.
The statement noted that Abdulrauf serves as an Honorary Research Fellow at the University of KwaZulu-Natal School of Law and is also a Research Fellow at the Institute for International and Comparative Law in Africa, University of Pretoria, South Africa.
The university further revealed that he previously held research fellowships at Stanford University’s Center for Advanced Studies in the Behavioral Sciences and the Stellenbosch Institute for Advanced Study, South Africa, where he explored issues surrounding digital governance, human rights, and institutional development in emerging democracies.
Research and International Recognition
Abdulrauf’s research has attracted international funding and recognition. The university disclosed that he served as a co-investigator on a project funded by the United States National Institutes of Health, which examined the ethical, legal, and social implications of using genomic data in health research across Africa.
The institution said the project reflects his broader scholarly interest in data governance, public-interest regulation, and the constitutional impact of digital technologies in developing countries.
He also serves on the editorial board of International Data Privacy Law, a leading journal published by Oxford University Press.
According to the statement, Abdulrauf’s work has been presented at several international conferences and has contributed to global discussions on data privacy, AI governance, platform accountability, digital constitutionalism, and rights-based technology regulation.
Most recently, he completed a fellowship at the Freiburg Institute for Advanced Studies, University of Freiburg, Germany, where he conducted research on digital constitutionalism and AI governance in Africa.
Born on February 23, 1987, Abdulrauf attained the rank of professor on October 1, 2025, at the age of 38, making him the youngest professor currently recognised by the University of Ilorin.
