Otti made the disclosure on Friday, May 22, 2026, during his monthly media chat titled “Governor Alex Otti Speaks to Abians” held in Umuahia.

According to him, the roads constructed by his administration were equipped with street lights and drainage systems to improve infrastructure and urban development across the state.

“We are consistent in terms of delivering street lights with the roads, and of course drainage.

“A lot of them are going to be commissioned from next week. There are another 82 roads under construction, and they are at different stages of completion. Those 82 roads, most of them on contract, measure about 212 kilometres,” he said.

The governor further revealed that the state’s debt profile had dropped significantly under his administration.

“We have been able to reduce our debt profile significantly by about 60 per cent, from about N191 billion in 2023 to less than N50 billion at the end of 2025,” Otti stated.

He added that Abia State had also improved in national fiscal sustainability and transparency rankings.

According to him, the BudgIT State of States report moved Abia from 17th position in 2023 to fourth position in 2025.

“These are independent rankings. It gives you an idea of how the government is being run,” he added.

Otti also disclosed that the government had identified and recovered assets allegedly acquired illegally as part of reforms aimed at strengthening transparency and accountability in governance.

Speaking on environmental sanitation, the governor said the state now evacuates about 13 tonnes of refuse weekly, while more than 2,000 jobs had been created through the Abia State Environmental Agency.

In the transportation sector, he said additional electric buses would arrive in the state by July, while the new bus terminal in Umuahia would be inaugurated on May 27, 2026.

He added that charging stations were currently being installed in Umuahia and Aba to support the electric bus initiative.

On land administration, Otti disclosed that his administration had signed 4,707 Certificates of Occupancy.

“In the area of lands and public buildings, as of yesterday, 4,707 Certificates of Occupancy have been signed. Information available to me is that the number is more than the total certificates of occupancy signed between 1999 and 2023,” he said.

The governor also announced the completion of a new Abia Master Plan developed in partnership with the UN Habitat.

He added that about four million land documents had been digitised and uploaded into the system.

He disclosed that 821 healthcare professionals had been recruited, while 771 had resumed duties in hospitals and primary healthcare centres across the state.

According to him, over 93,000 residents had enrolled in the state health insurance scheme, while 277 primary healthcare centres had been retrofitted.

“Out of the 277 healthcare centres retrofitted, 200 were handled by the state government while 77 were supported by the World Bank. So far, 121 of them are fully functionalised,” he explained.

Otti further revealed that reconstruction works were ongoing at general hospitals in Ikwuano, Arochukwu, Okeikpe, and Ohafia, while tertiary health institutions at Amachara, Abia State University Teaching Hospital, and Umunneato were undergoing major upgrades and remodelling.
